A Worthy Farewell Ceremony Was Held For The Vice Rectors And A Number Of Deans Of Colleges And Institutes

On Monday, the 22nd of December, 2024, in the presence of Prof. Dr. Abdulfattah Abdulrazzaq, the Minister Deputy of the Higher Education and Scientific Research, Head of the Aso Regional Committee (PDK), and a significant number of teachers and employees, the farewell ceremony was held for the Vice Rectors and a number of deans.

At the beginning of the ceremony, Prof. Dr. Edrees Muhamad Tahir Harki, the Rector of the Erbil Polytechnic University welcomed the guests and said: “Ladies and Gentlemen, we have gathered here today to honor several teachers who have served in various positions in the Erbil Polytechnic University, including Vice Rectors, Deans, the Director of Scientific Research Center and Director of the Public Registration Administration and positions, especially when they received ranks and positions was a difficult task, including the economic crisis, the war against ISIS, the coronavirus epidemic, which have all been obstacles to their work, despite all these crises, but they continued They gave a lot to get to that day. We must remember the hard work they have done. They did not give up even though they faced ups and downs. With all the complaints of their teachers and employees they were the ones who endured and were able to successfully carry out their work and brought it to this day.”

Regarding the change, the university Rector said: “The issue of change has been an issue since the formation of the Kurdistan Regional Government since the first cabinet until today. Thank God we have learned that every position is handed over and no position is given to anyone till eternity. What we have seen from the Kurdistan Region president to the dean and head of department, how well we have learned the tradition to manage the institutions of the Kurdistan Regional Government, this is a very beautiful step that we have seen with our own eyes.Therefore, we must welcome these changes so that we can give others the opportunity to experience themselves and see where they can do better. There is no doubt that Erbil Polytechnic University needs those who have acquired good expertise in administrative matters, and the Erbil Polytechnic University, which we all know needs more teachers, so it certainly needs the expertise of these teachers. From now on, they must help and cooperate with those who are new to the university and the university council.

Ladies and gentlemen, we as university professors and instructors must be proud of our teaching. The highest rank in society is a university professor. It is not that someone becomes rector or dean or vice rector. We are all proud to be university professors. First of all, we must keep this in mind. In developed countries, especially in the United States, when the president’s term ends, he is looking for a job. The best job he can find is to become a teacher at a university. Therefore, teaching is alongside the person who becomes president of the United States, so we hope that these changes with a broad heart and consider themselves successful teachers and in their field can serve the country and the university. We are pleased to honor their efforts today, so we held a worthy ceremony for them.”

Afterwards, an honorary plaque was presented and a letter of appreciation was awarded to the below ones.

I took office as the dean of the institute on July 1, 2018. During the five years and eight months we have worked, we have not hesitated to work and serve the institute in terms of science, education and services, despite many problems and obstacles We have always tried to keep the name of our institute shining and be important to the university. Our work, loyalty and love for the institute in general has made us do many things that have been difficult to implement . . . .
I would like to thank the Kurdistan Regional Government, especially the ninth cabinet, for their support.
I would also like to thank Prof. Kawa Shirwani, former President of Polytechnic University.

Also, thank you very much to the Rector of our university
(Prof. Idris Tahir Harki) who has been the support of our institute during his tenure.
I have been very pleased to work together with the members of the university council in the past. We increased our income and carried out many projects, the latest of which was the construction of halls and preparing internal departments for students and many other things.
I would like to thank the Vice Dean, Head of Department, Departmental Decision Makers and Heads of Administrative Units who worked with me during those years.
I would also like to thank the administrators and gardeners of the institute for always cleaning and organizing the institute with the utmost patience.

Lagrange Elementary Optimization Algorithm Based on New Crossover Operator

  • The evolutionary sophistication method solves optimization problems; however, its effectiveness and scalability can be challenged as problem complexity increases. Population-based evolutionary metaheuristic algorithms heavily rely on operators that determine their overall performance. These operators enhance exploration and exploitation, crucial for effective search and optimization. The research introduces the crossover operator, Lagrangian Problem Crossover (LPX), to boost evolutionary algorithms' performance in tackling new optimization problems. Additionally, it presents Lagrange Elementary Optimization (LEO), a single-objective algorithm where LPX plays a significant role.

    The crossover operator in population-based algorithms is crucial for selecting suitable solutions in optimization processes. Its efficiency saves time, minimizes errors, and reduces costs in engineering applications. The initial phase of the study presents an overview of the current crossover methods utilized in engineering operations and problem representation. Furthermore, presenting LPX, it is a fresh and inventive hybrid technique that draws inspiration from the principles of the Lagrangian Dual Function (LDF). Experimental evaluations compare LPX with other standards such as Simulated Binary Crossover (SBX), Blended Crossover (BX), and Qubit-Crossover (Qubit-X) in real-coded crossovers. The results indicate that LPX generally outperforms other methods and shows comparable performance in remaining cases. Specifically, in TF7, LPX demonstrates superior performance and shorter computation time across all three random values compared to Mean (α=0.2) at 0.0048, Standard Deviation (α=0.2) at 0.0031, and time computation (α=0.2) at 143.005 units. Statistical analysis validates the significance and reliability of LPX compared to other crossover standards.

    In the second phase of the research, a novel evolutionary method named Leo is introduced. Leo is inspired by the accurate vaccination process that utilizes the human blood albumin quotient.  Leo utilizes a self-adaptive approach, evolving intelligent agents through gene crossover based on fitness function values. The algorithm's accuracy and precision are extensively validated through rigorous testing on diverse benchmark functions, including both traditional and CECC06 2019 benchmarks. Leo's performance is benchmarked against well-known algorithms like Dragonfly, Genetic Algorithm, Practical Swarm Optimization, and others across multiple functions. A comprehensive comparison evaluates Leo's effectiveness and efficiency in solving optimization problems against these established algorithms. In optimizing multimodal test functions (TF8-TF13), particularly TF11, the proposed approach outperformed other algorithms, with an average TF11 value of (2.7393E-08). Notably, across the composite test functions (TF14-TF19), the proposed method exhibited consistently high performance compared to the base algorithms. The statistical analysis supports the research conclusions, and real-world applications of Leo are also showcased. The stability of Leo is confirmed using standard metrics for exploration and exploitation.
